feat(a11y): add ARIA roles and arrow-key nav to Tabs component

Implements APG Tabs pattern: role=tablist/tab/tabpanel, aria-selected,
aria-controls, aria-labelledby, roving tabindex, and arrow/Home/End
keyboard navigation with wrap-around.

Resolves GOO-107.
